Market Monitoring, Verification and Enforcement (MV&E) for EELA

The webinar will focus on the monitoring, verification, and enforcement of the minimum energy performance standards (MEPS) for energy efficient lighting and appliances. There are a lot of inefficient and substandard appliances in the SADC and EAC regions. The webinar will provide knowledge and information on the development, and implementation of minimum energy performance standards for appliances.

The responsible authorities will be empowered to conduct market surveillance for energy efficient appliances, and make efforts to reduce the inefficient and substandard products in the market. Substandard products affect the market for energy efficient appliances, economy, and environment.

Putting a gender lens on EELA

Women and men are both users and buyers of lighting and appliances. Women are important decision-makers when it comes to household products, and they are also strongly affected by low-quality and inefficient products, which can, for example, impact their health. While women are important users of such appliances, the purchase decision is often taken by somebody else.

The energy efficient lighting and appliances market also offers opportunities for women entrepreneurs. To capitalize on this, capacity building and awareness raising activities under EELA will address both women and men equally.

This webinar will put a gender lens on the EELA from a policy, capacity building and business persepective. It will look into opportunities for women's empowerment in the EELA market of East and Southern Africa and elaborate on the business case for gender in EELA. It will also look into existing barriers and opportunities to overcome them in order to create a more gender balanced business environment in the EELA space.

Opportunities for the private sector participation in EELA

The private sector is key in contributing to the accelerated adoption of energy efficient appliances and ensuring sustainability of the EELA project initiatives after the project comes to an end. Energy users from both the public and private sectors seeking to make new or replacement investments in efficient appliances and equipment often face a number of barriers including inadequate capital funds, inability to access affordable debt with an appropriate tenure, competing budgetary commitments as well as limited technical skills.

There is a need to create awareness to the energy users of existing business models that can assist them to access energy efficient appliances and services. These models include those applied by Energy Service Companies (ESCOs) which include Energy Performance Contracting (EPC), equipment leasing, Lighting as a Service, and Cooling as a service. Technical support will be availed to energy users to enable them to prepare bankable energy efficiency project proposals.

There is also need to create awareness to ESCOs of the existing potential for them to expand their product offering and market reach in EAC and SADC member countries by showcasing these opportunities and putting in place a market incentive facility aimed at promoting the execution of energy efficiency projects.

Enabling policies for a market transformation towards EELA

The webinar will focus on the enabling policies for a market transformation towards energy efficient lighting and appliances. The level of adoption of energy efficient appliances in SADC and EAC regions is still low which has led to increased costs of production and costs of offering services. The following items will be presented: Case studies of successful development and implementation of energy efficiency policies, Policy instruments, Policy briefs on energy efficiency, model regulations for room air conditioners and refrigerators and International lessons learnt and tools that govern the use of energy efficient appliances.

The objective of the webinar is to create awareness to the policy makers, NGOs and private sector in the SADC and EAC regions on the development of enabling policies that contribute to widespread adoption of energy efficient appliances.
